Play971 is the brand name most people in the UAE hit first when they search for a locally framed book. Short answer up front: Coin Technology Projects LLC holds the GCGRA listings for Internet Gaming and Sports Wagering, and Play971 is one of that company's consumer brands. It is not listed as its own licensee row on the public register.

A lot of affiliate pages still write "Play971 is the GCGRA licensee." That flattens the paperwork. The register names the LLC. The brand is what you see on the site and in the press.

Open gcgra.gov.ae/en/licensing/our-licensees/. You will not find "Play971" or "TrueWin" as licensee names. You will find Coin Technology Projects LLC under Internet Gaming and Sports Wagering.

TrueWin's own terms name the same operator: Coin Technology Projects LLC, commercial licence CN-3762798, place of business Twofour54, Yas Creative Hub, Abu Dhabi. Khaleej Times and Gulf News pieces that quote Play971's site use that LLC and address too. Bird & Bird's UAE commercial gaming note (19.01.2026) says Coin Technology Projects LLC launched two platforms in December 2025: play971 and Truewin.

Order that matters: Coin Tech holds the GCGRA stack. Play971 and TrueWin are consumer brands. There is no separate published TrueWin gaming licence on Our Licensees.

A Curaçao, Malta, or Anjouan footer is not a UAE licence. If an operator is missing from the current GCGRA register, it sits outside the locally licensed frame, even when the ad copy says "UAE."

Play971's help centre is blunt. The site and services are for people 21 or older. Under-21 users cannot open an account.

KYC is local. Help guidance says Emirates ID is the document accepted for eKYC. Passports, driver's licences, and other national IDs do not clear that step. Until eKYC clears, deposits, withdrawals, and parts of the product stay locked. That is a hard contrast with offshore books that still run selfie-plus-passport flows.

You also need to be physically in the UAE. VPN and proxy use are banned. Location services are expected. A tunnel does not count as being in a permitted place.

If registration fails on location, check the obvious things first: are you in a permitted emirate, is location on, are proxies off? Decree-Law 25/2025 removed older Civil Code gambling and betting provisions (effective 01.06.2026). It does not legalise offshore operators.
